The Alliance of Border Collaboratives (ABC) was established in 2010 by Mrs. Rebeca Ramos, MA, MPH, Miguel Chacon, Jose Alvarez, LMSW, and Dr. Susana Villalobos in response to the closure of the U.S.-Mexico Border Health Association (USMBHA). Originally founded by the Pan American Health Organization (PAHO), the USMBHA served as a cornerstone of binational public health collaboration for 75 years before ceasing operations in 2009. Determined to preserve the expertise and legacy of this vital institution, this dedicated group of public health professionals, with support from collaborators in both Mexico and the United States, founded ABC.

Under the steadfast leadership of Mrs. Ramos, ABC flourished for over a decade, evolving into a robust binational organization with a proven record of impactful programs. Mrs. Ramos’s extensive contributions to public health research, particularly focused on vulnerable populations along the U.S.-Mexico border, have been instrumental in reinforcing ABC’s mission to advance health equity and improve the quality of life for underserved communities.

In 2022, ABC embarked on a significant expansion to diversify its services and better address the evolving needs of border communities. This growth further solidified ABC’s position as a leader in cross-border public health initiatives, including housing programs for underserved populations, and marked its transformation into a comprehensive social service agency with the establishment of a sexual health clinic. Through its innovative and culturally competent approaches, ABC continues to champion health equity and serve as a vital resource for the U.S.-Mexico border region.

ABC’s mission is to bring together organizations and individuals to advance the practice of public health, promote social equity, affordable housing, and community development. ABC strengthens working relationships and builds partnership opportunities that contribute to the effective delivery of programs and services aiming to improve the quality of life of underserved populations, including the homeless, low- income and others in need.
