What We Do
Pa’ KeTeCuides is based on the Theory of Diffusion of Innovation – an evidence-based model – to disseminate information and reinforce positive attitudes.
Pa’ KeTeCuides peers known as “voices” convey the importance of lawfulness to influence peer values. The program identifies and engages fifth and sixth grade students to take an active role in changing the culture around them.
The messages reinforce the formal curricula being taught at local schools with appropriate messages that emphasize justice, democratic principles, children’s rights and responsibilities, respect of others, avoidance of stigma and discrimination and other key values.
Pa’ KeTeCuides addresses the social environment and individual’s characteristics to mitigate crime and promote a culture of legality.
What Are the Expected Results
Build community capacity through cooperative agreements between the education sector and the organizations from civil society in Ciudad Juarez to improve and reinforce information and messages that promote lawfulness among vulnerable school age children and youth.
Expected Results – Increase the capacity of teachers and parents to reinforce messages that will be disseminated peer-to-peer and to develop, implement and evaluate school-specific strategic plans to prevent lawlessness.
Expected Results – Each school will adapt the promising interventions paying attention to local structural realities and environmental characteristics
Expand access to lawfulness education with peer driven messages to vulnerable school age children, especially children in extreme poverty, attending elementary school in high crime areas.
Expected Results – Almost immediate increase in exposure to lawfulness messages and skills for the identification of risks among vulnerable children and youth living in poverty.
Expected Results – An increase in the number of school age children involved in the dissemination of messages that confront moral dilemmas about crime and corruption. The messages aim to help children make better choices.

What Are the Results
* Behaviors changes were reported by a significant number of students that state they will act on their newly acquired information and make contributions to also foster positive changes in their communities
* Students reported a very positive attitude towards the program. In a scale from 1 to 10 points, where 10 was the highest grade, almost all (92.7%) of the total participants gave a high score (8, 9 and 10) for the work that PaKeTeCuides has done in their school.
* The participatory methodology using “Voces” acting as agents of change among members of the community was well implemented. Students who were “Voces” shared the CoL information with their schoolmates, their community peers, and with members of their families, and also among close friends.
* More than a quarter (28.7%) of the “Voces” shared the CoL precepts with their parents, 22.8% with schoolmates, 19.0% with their siblings, 14.3% with other relatives, and 12.3% with friends in their neighborhood.
* More than half (61.1%) of students answering the posttest reported that their behavior has changed after the program started. The three most reported changes in behavior included: being able to express him/herself better contributing to improve their community and having more clarity about things being done correctly.
